Is it okay to charge a Pulsar APS battery with a regular charger?
Use a charger built for the pack. APS 2 and APS 3 are lithium-ion packs that need the right voltage and a proper charge cutoff, and this charger puts out 4.2V for exactly those two packs. A generic charger that doesn't match the contacts or the chemistry can damage the pack or the device.
What is the voltage of a fully charged 18650 cell?
A full 18650 lithium-ion cell sits at about 4.2 volts, with a nominal rating around 3.6 to 3.7 volts. Pulsar's APS packs use lithium-ion chemistry too, which is why this charger's output is rated at 4.2V. It is made for APS 2 and APS 3 packs, not loose 18650 cells.
