It allows light to pass through, but when slightly angled your target will not be able to see the light. Works like a Anti-Reflection Device (ARD) for a optical lens, but is adapted to limit the angle in which your target can see the light emitted from your IR Light. Light output is only slightly affected, plenty of light is allowed to pass through the hexagonal channels
